PLSC 334 Public and Nonprofit Personnel Administration An examination of the basic personnel management practices of public and nonprofit bureaucracies. Topics include the development of the merit system and the civil service; public sector requirements for hiring, promotion, pay and benefits; discipline and grievance handling; the development and impact of public-sector collective bargaining.
