PLSC 334 - Public and Nonprofit Personnel Administration An examination of the basic personnel management practices of public and nonprofit bureaucracies. Topics include the development of the merit system and the civil service; public sector requirements for hiring, promotion, pay and benefits; discipline and grievance handling; the development and impact of public-sector collective bargaining.
